Revolving Loan Fund Grant Program
Overview
The Revolving Loan Fund Grant Program provides grants to local government, Tribal entities, and nonprofit developers, who are not potentially liable under CERCLA section 107, to assess or clean up brownfields that they own.
Benefits of the Program:
- Cleanup grants; and
- Assessment grants.
What can funds be used for?
Grantees may use cleanup funds for two types of brownfield sites – hazardous substance release sites and petroleum sites. Grantees may also use funds for pre-cleanup site assessments. Grantees may use cleanup funds for most costs necessary to implement an environmental cleanup, such as:
- Cost to treat, remove, or mitigate environmental contamination;
- Hazardous material or waste disposal fees;
- Confirmation sampling or other cleanup-related sampling; and
- Engineering controls.
What are the Revolving Loan Fund Grant Program’s Terms and Conditions?
- To be reimbursed, grantees must provide qualifying invoices for work performed during the grant period equivalent to the grant amount.
- Grants are subject to DTSC’s Minority Business Enterprise, Small Business Enterprise, Disabled Veteran Business Enterprise, and Women-Owned Business goals/requirements. These apply to the funded portion of the cleanup project and to subcontractors.
- Grant-funded labor is also subject to the Davis-Bacon Act and Federal and State prevailing wage requirements.
How do I apply for A Revolving Loan Fund Grant?
- Step 1: To discuss the site and determine whether you and site qualify for the program, contact RLFinfo@dtsc.ca.gov.
- Step 2: Complete the Borrower and Site Eligibility Determination Form (available upon request) and submit this to DTSC along with copies of the cleanup plan and cost estimate.
